Starting a hospitality business in Cambodia means navigating several government bodies at once. Our firm recently guided a boutique resort operator in Phnom Penh through the full registration process, from incorporation to tax compliance, resulting in a fully licensed and operational business.

Our client, the owner of a small resort property in Kampot Province, came to us with a clear goal. He wanted to formally register his hospitality business so he could operate legally, open commercial bank accounts, and build credibility with guests and partners. He had already chosen a name and a location. What he needed was a firm that could carry him through the Ministry of Commerce and the General Department of Taxation without delay or error.

 
We started by structuring the business as a sole proprietorship, the most efficient formation for a single-owner operation of this size. Our team prepared and filed the incorporation documents with the Ministry of Commerce, confirmed the registered business activity under code 55101 for hotels and resort hotels, and secured the Certificate of Incorporation. The certificate was issued and verified through the Ministry's CamDX system, giving our client a fully authenticated legal identity for his business.

 
From there, we moved directly into tax registration. Our team worked with the General Department of Taxation to obtain a Tax Identification Number, register the business for Value Added Tax as a small taxpayer, and secure the 2026 Patent Tax certificate required for the business to legally display its license and operate for the year. We also completed the Tax Registration Identification Card process, ensuring our client had every document a taxpayer needs on file with the Russey Keo Tax Branch.

His resort was cleared to operate as a legally recognized sole proprietorship in good standing with both the Ministry of Commerce and the General Department of Taxation.
